The PHP group does not endorse any kind of certifications, so their claim that they are the only ones allowed to give original PHP certifications is incorrect, as there is no such thing at all. There is a "Zend certification" for PHP, and it might be true they are the only ones in Venezuela that can offer those, but I doubt that is really the case.
