My guess it you previously (sometime in the last year) viewed a Romanian manual page and got a cookie stored that was asking for the Romanian translation. You can set your preferred language at http://php.net/my if you do not want php.net to guess it for you. What is the actual URL (and not the shortcut/redirect) that you are looking at? Odds are it contains /de/.
