The Search functionality in the bugtracker (bugs.php.net) should
also search in comments - at least there should be an option in the
advanced search form.
It's really hard and awful to find an old bug, where you're quite
sure that the two words you've given are in the
description/comments.
This would probably also help to prevent dupes.
