mirror proposition

Dear Sir/Madam, My name is Victor Raff and I am a managing owner of a small web development company located in Ukraine. We actively use PHP in our work and are very happy with it. We have a dedicated server in Canada but now we also have a need to have a hosting space in Russia for one of our web-sites and even though a shared hosting might work for us we would prefer to have a dedicated server. Of course it would mean more expenses for us, but we thought that if we would raise an official php.net mirror there it would be a good enough reason for us to select the dedicated server approach. We would be happy to help PHP in such a way. So I would be very grateful if you could provide me with some kind of a confirmation that it we would raise a server shortly (within couple of weeks) you would allow us to have an official mirror in Russia. If we will receive it we will proceed with the server immediately. If not - probably we will have to opt to a shared server. I am looking forward to your answer. Thank you.
