Hello Daniel,
I believe we (the company I currently work for) could provide a mirror in Panama, and I believe
there is an slot available.
Please let me know and we'll be pleased to setup this another mirror for PHP.net :-)
All the best,
Jaime

Asunto: [mirrors] Update by danbrown.
The mirrors list was updated, and pa2.php.net was deleted.
Reason:
Mirror is now pointing to a completely different site. Deleted
immediately upon Bug Report #48296. [danbrown]
