Hi Mihail, A fellow mirror maintainer here. :) I believe it will nor hurt if you send your request via this web form: http://php.parasane.net/mirrors/waitinglist.php And as far as I know, there are no RU mirrors at this time because all of them didn't keep up with the latest mirroring guidelines and ended up being expelled from the mirror list. No political issues.
