europe.rsync.php.net shouldn't listen to http traffic at all, that is just weird? Besides it would show up as unofficial mirror (and being an extra attack vector). If it is on a server listening to http, I guess a blank html page with meta refresh to www.php.net would be best. idk though, don't have a strong opinion.
