All mirrors are tested hourly.
If we cannot load a page in 15 seconds I feel it is reasonable to mark
that particular mirror as unavailable.
If it is a frequent event that we cannot load a page within 15 seconds
then that is something we need to look at.
If it is a one time event, then it will heal itself next time the test is done.
