Looks like DNS propagated although the following each shows the root
home page instead of the PHP manual:

Granted folks focused on https:// vs http:// in that
bug but I suspect that
was a bit of a red herring.
The documentation pages themselves seem to work fine, though:

As for the CSS references, interesting, I wonder why some mirrors do it
differently than others. *shrug*
