problem with user comments

In order to have user contributed comments on our mirror,
I added line "$failover_user_notes=true;" to file configuration.inc.
But id doesn't seem to work.
I even added line at the end of /manual/en/funcref.php:
[<?if ($failover_user_notes) echo 'IT IS SET';?>]
and got nothing but [] printed out. Any problems with my arms or
with site sources? Site's content is rsynced every 2 hours.
