You will need a php executable to parse the file.
You can obtain one at http://www.php.net/downloads.php
If this PHP file generates a web page, you may also
need a webserver.
Anyway the best is to upload it to some free server,
and try it there (most free servers have PHP support).
Fore more information see the introduction to PHP,
and "whatisphp" sections in the manual, eg.
http://www.php.net/preface
For further support in the setup of servers and
PHP (if you chosse that way), please ask on our
mailing lists: http://www.php.net/support.php
