Actually there are http://www.php3.de/manual/en/function.array-change-key-case.php and http://www.php3.de/manual/de/function.array-change-key-case.php respectively for those two languages. Those relative linking problems need to be resolved, with some <base href=""> thing... Thus leave this bug open. Thanks for the report.
