Bug description: providing a password for every bug report shouldn't be necessary
there should be some notion of accounts that is a seamless part of the
bug-reporting process, with the password being tied to the account instead
of the bug.
what do with the existing passwords is something to ponder. it's worth
checking to see if different by the same people mostly have the same
password, which could make just creating accounts using that password a
reasonable solution.
