As fi2.php.net and fi.php.net is the same, I
made fi2.php.net inactive in the mirror list,
so it is available for a new mirror provider.
Also it would be nice to make the fr*.php.net
mirrors to be consistent (fr.php.net is
inactive, fr2 and fr3 are active)... Maybe
a shift would be appropriate.
