Without a link, we even cannot take a look at it, and cannot
say anything about putting a link to it online. There is already
a php.ini manager for Windows (see php.net/links) so if your program
is just a subset of it, than it may not be worth developing it, but
if your program shows other nice features and it is free, then we
will be able to link to you, IMHO.
