set_magic_quotes_runtime() doesn't do much because the _GET[] _POST[] and _COOKIE[] arrays seem
to be already filled by the time you call this function. It may affect reading from ascii files but
not POST data. Instead use something like:

if (get_magic_quotes_gpc()==0)
$str=AddSlashes($str);
?>
