You don't need to reboot after editing the PATH on Windows.
You probably just need to restart your web server service. This is because when a process is
created/started in Windows, the environment, which includes all environment variables (e.g. PATH) is
used in the creation of the process. Changes made to the environment after that aren't seen by
existing processes.
By restarting the service (i.e. IIS or apache or whatever), it will be initialised with the updated
environment variables.
Could save you a reboot if you really didn't want to.
