strtotime gives incorrect timestamps with letters as months. For example, when passed these dates:
2005-12-25 3:59:00 GMT
timestamp of date 1135483140
2005-DEC-25 3:59:00 GMT
timestamp of date 1937707140
Yet the description says it can "Parse about any English textual datetime description into a
Unix timestamp."
