note 60644 added to features.file-upload

In regards to geert dot php at myrosoft dot com about having the filenames cut off if single quotes are present in the filename, I had this same problem. The solution to this, is to set magic_quotes_gpc to off. When magic_quotes_gpc is on, whenever a single quote is present in any _post data, a \ is inserted before any single quotes as an escape character.
