This function seems useless if you want to test if needle is at the begin of haystack since it would
return 0 at success and FALSE otherwise. But 0 and FALSE are the same, i.e. if returned FALSE the
following if is true
if (mb_strpos($haystack, "Needle") == 0)
{
...
}
