My XP-Pro all updated SWE version needed the trailing slash to make it run, IE:
LoadModule php5_module "c:/php/php5apache2.dll"
AddType application/x-httpd-php .php
PHPIniDir "C:/PHP/"
used the file:
apache_2.0.55-win32-x86-no_ssl.msi
and
php-5.1.2-Win32.zip
