note 61796 added to install.windows.apache2

Wow....I've been struggling with this for several hours.... finally figured it out... firstly, I changed the /s to \s ..... secondly, I added the trailing \ to PHPIniDir.... And the big one.... I cleared my browser cache before trying to reload the page!
