note 62176 deleted from features.file-upload by betz

Note Submitter: nospam at asecular dot com ---- I was beating myself over the head trying to figure out why there were no members of the $_FILES superglobal and then I dumped out phpinfo and saw that upload_tmp_dir hadn't been set. I assumed that was the problem, since the same code was working on a different server without that problem. I assume upload_tmp_dir is set in php.ini somewhere.
