This does more than convert the said tags... if you have a character of a forgeign charset, it
converts that into an entity as well.
I'm going back to using str_replace...
$val = str_replace("&" , "&", $val);
$val = str_replace(">", ">", $val);
$val = str_replace("<", "<", $val);
$val = str_replace("\"", """, $val);
$val = str_replace("'", "'", $val);
