note 62739 added to function.http-build-query

I am concerned about this function's generation of [ and ] in the variable names. From what I can gather from http://www.faqs.org/rfcs/rfc3986.html (which I believe to be the most recent RFC on the matter), the use of square brackets is illegal here.
