note 63497 added to ref.ssh2

The ssh2 library that is used in php_ssh2.dll is an old statically linked library. There is an updated version but nobody has recompiled php_ssh2.dll with the new version of ssh2. The current version has problems where the initial connection will fail, but if you continue to reload the browser you will finally connect.
