note 64397 added to install.windows.apache2

Just upgraded from PHP 5.1.1 to PHP 5.1.2 on Windows XP SP1. I put libmysql.dll in C:\windows just like I did with PHP 5.1.1, but it did not work. I had to put a copy of libmysql.dll in C:\windows\system32 before it could be found. Both C:\windows (of course) and C:\PHP are in my path, but still had to put it in the system32 folder.
