note 64603 added to install.windows

I got a problem with PHP 5.1.2. I got this annoying bug that I can't shake off and nobody helps me, or they just don't know how to fix the problem. The problem is im getting a "The directory name is invalid." error. I tried to reset permissions daily but then says the same error again. I also did the "Check that the file exists" checkbox but no luck. I tried to allow permissions to PHP directory, and php.ini with no luck.
