You are correct in pointing out that it is best to write the full path for the extension directory.
Just to clarify this a little further -
* forward slashes should usually be used rather than back slashes
* a back slash should be included at the end of the path
extension_dir = c:\php5\ext
=>
extension_dir = c:/php5/ext/
