note 11308 added to Handling file uploads

FYI: When you use "multipart/form-data" for "post" encoding to upload files. You will have problem with Netscape6 (different problem with older version, too) as follows. 1) User post form. 2) User dicide go back to previous page with browser's "back" button. And hit "back" button. 3) Netscape6 will not send valid post data and connection will timeout. This happens only with "multipart/form-encoding" is used for form.
