It seems like in_array does not work with multidimentional arrays.
i.e.
$arr = array( array("one", "two"), array("tree", "four") );
$multi = in_array("two", $arr);
$single = in_array("two", $arr[0]);
// $multi == FALSE
// $single == TRUE
