In PHP 4.2.0 a timeout parameter became available.
This parameter defines the timeouts for all ftp network operations.
The default value is 90 seconds.
ftp_connect ( string host [, int port [, int timeout]])
if ($conn_id = ftp_connect("myftp.sillycat.com", 21, 20)){
//do some ftp stuff
}
else
echo "Timout for ftp connection!";
