Reason: bad code
----
Under windows you can check if the file is fwriteable with the following dirty code:
<?php
$file = "c:\file.ext";
if(@file_put_contents($file, file_get_contents($file)))
echo "File is writeable!";
else
echo "File is not writeable!";
?>
