Wish I had spotted the advice on the URLScan tool before.
I had EXACTLY the same issue and it took me 1.5 days to track down! I went round and round ACLs and
finaly found the log files of both IIS and URLscan - they tell you exactly what the problem is.
Long live log files! :-)
In my defence, I am a complete novice to http/IIS/mySQL/PHP/setting up php forums (my goal).. and
obviously didn't read/understand the good advice here either!
