I'm not sure if this is a bug, or a "feature", or an Apache problem; but I figuerd
this info might save someone some time
While installing PHP 5.1.4 as a module on Apache 2.0.58 on a Win XP-pro sp2 development box, I
discovered 2 very important things.
One, if the path to the php.ini dir in the httpd.conf file is a valid path but the dir does not
contain a php.ini file php will launch and run off of a "ghost" php.ini file that it
claims exists in C:/WINDOWS. This also happens if the path is correct and the dir contains the
php.ini file but the path string in httpd.conf uses '\' instead of '/' with a
'\' on the end.
Two, the php.ini-recommended file did not launch php with this set up. The php.ini-dist file did.
