note 11463 added to fopen

For those people who use fopen to fetch a webpage or to submit a form via get method, there's a workaround to fetch a webpage/submit form via post method. (i.e. when you want to submit data to credit card processing -- most providers only take post method to pass data) See http://px.sklar.com/code-pretty.html?code_id=313 or http://www.holotech.net/scripts.html http://www.php.net/manual/en/function.fopen.php
