Without a doubt smart quotes are a nuisance.
The following seems to do the trick on PHP 4.3.10.
// if magic quotes on then get rid of them
if (get_magic_quotes_gpc()) {
$_GET = array_map('stripslashes', $_GET);
$_POST = array_map('stripslashes', $_POST);
$_COOKIE = array_map('stripslashes', $_COOKIE);
}
