note 68006 added to ref.mysql

I have recently ran into a problem with configuring php extensions related to mysql (namely, mysql and pdo_mysql). Later I've discovered that it wasn't a PHP problem but that of MySQL - libmysqlclient doesn't ship with binary downloads.
