I find this works for those of you using remote db servers and user/password option:
$server = "host";
$port = "5432";
$user = "blah";
$passwd = "blah";
$db = "db_blah";
$connection = pg_connect("host=$server port=$port user=$user password=$passwd
dbname=$db") or pg_die();
Don't use commas. Hope this helps!
