I agree that is the mistake in documentation. I did somethink like that:
<Directory "C:/php">
AllowOverride None
Options None
Order allow,deny
Allow from all
</Directory>
ScriptAlias /php "C:/path to php/"
AddType application/x-httpd-php .php
Action application/x-httpd-php "/php/php-cgi.exe"
and it working.
