On a Windows 2003 box, all locales set to UK:

echo date('Y-m-d', strtotime("30/08/2000")); // returns 1970-01-01
echo date('Y-m-d', strtotime("08/30/2000")); // returns 2000-08-30
?>
Only US dates seem to work.
