Under windows and IIS, i had the error "CGI Error. The specified CGI application misbehaved by
not returning a complete set of HTTP headers."
with this very simple code :

$output = shell_exec("net user");
echo $output;
?>
The problem was that the user IUSR_MACHINENAME had not the execution right on the files net.exe and
net1.exe in c:\windows\system32
