note 69615 added to features.file-upload

We are experiencing strange problem with our upload process. We are using Apache with PHP (4.4.1) on Mac OS X server. In our web application clients upload files with size ranging from few KB to 500 MB files. Everything works fine for few days and then we start getting error. Restarting the server fixes this problem. Not sure what is the problem.
