When working with ISO-8601 weeks (date("W")) in php4 I find that I need to decrement the
year reported by get_date or date("Y") if the iso week number is 52. This emulates the
date("o") operation as close as I can find.
The results may seem strange still but that's because the calendar is so kludgey :)
