note 70200 added to install.windows.iis

I had a big problem with this on my server, as I was not using IUSR I was using Network Service. Even more difficult was the fact that it was the DC on a domain which meant I got told that it "is not from a domain listed in the Select Location dialog box, and is therefore not valid.". The way I got around this was with the following command.
