Daniel Vorhauer you are the man, your hex values function fixed my word characters problem where
iconv, mb_convert_encoding, utf8_decode, and other functions failed. I'd been struggling with
Windows-1252 multibyte encoding for months.
I added this to the second to last item of your array:
'/[\x96\x97]/i', // m dash and n dash
And replaced it with '-' to support m and n dashes.
