As far as I can tell IE 6 (and presumably earlier versions) will never cache a file that is obtained
by content negotiation. For example, the MultiViews option in Apache. Either the Vary or TCN return
header is causing some trigger in IE and stopping it caching the files.
This behaviour is fixed in IE 7 but I know the vast majority of users may well not be using IE 7,
especially in a corporate environment.
Also I don't think you can suppress these headers from PHP since they are added by apache
*after* php processes the file. You can suppress them with mod_headers but then you are interfering
with the normal operation of the content negotiation and your files may inadvertantly be cached by
proxy servers along the route somewhere. And even if you dont mind them being cached by a proxy
server they may be served to a client that doesn't want to accept that particular content-type.
