I found that base64_encode returns a string in utf8 if the php-FILE is in utf8 and a string in ansi
if the script file is in ansi. So the created attachment file in an email is in utf8 or ansi,
depending on the script file encoding where you use the base64_encode, not the script file where you
send the email.
