Be warned that, due to a bug in the fgetcsv() function, if your CSV file has the following format:
"string1";"string2";"string3"
the function will mess up each line that contains a quote tag (e.g.,
""this"will fail"). It will then think it contains more quotes
than necessary and parse the line incorrectly.
