If you have two or more meta tags with the same name, only the last one is retained...
For eg,
if you have,
<meta name="keywords" content="ABC">
<meta name="keywords" content="DEF">
as two lines in the HEAD of the same file, get_meta_tags returns only DEF as the value for keywords
